During the Parliament pre-budget session Sri Rajagopal appealed the House on 10th March 2005 to increase allocation of funds for children across the country:
During the Parliamentary session Vijayawada M.P. Rajagopal had addressed the Speaker to raise the public spending on health from 0.9% to a minimum of 2% to 3% of GDP over the next five years.
According to his survey in his Parliamentary Constituency, M.P. Sri Rajagopal said that more than 5000 children are suffering from such ailments & the cost would be around Rs. 50 crores in the state and nation wide it would be Rs. 25,000 crores. ‘National Illness Assistance Fund’ provides financial relief to BPL patients suffering from life threatening diseases to receive treatment at any Super Specialty or other Govt. hospitals. However, total fund availability of the Society during the year 2004-05 is only Rs. 2.48 crore including Govt. of India grant of Rs. 1.30 crore, which is very meager. During 2003-04, the financial assistance of Rs. 78.54 lakh was granted to patients.
He states that a system could be devised with the participation of insurance companies, government hospitals, corporate hospitals, state government & central government etc. The funds on the above lines should be setup in all the states and districts with the central participation or funding.
Central government also should provide matching grant to the states and districts for starting such funds. Provision should be made for enabling Members of Parliament to contribute to such funds from their MPLADS fund.
